Feb 25, 2022 · Habitats have base 70% not 80%. if they are not flooded then you would be getting 50%. if they are flooding then it cancels the -20% and brings it back to 70% the same as everyone else. You need to take the habitat ascension perk to get them to 90%. only void dwellers get 100% habitability on habitats..
